This submission responds to the Draft Government Policy Statement on Land Transport, which sets priorities for billions in transport spending.
We oppose increases to fuel taxes and road user charges, and call for all such revenue to be ring-fenced exclusively for road construction and maintenance. We also support prioritising road quality, resilience, and safety, while recommending alternative funding sources for non-road projects and the use of long-term debt for major infrastructure.
A significant share of motorist revenue is currently diverted away from roads, resulting in poorer infrastructure and reduced value for money. Ensuring funds are used as intended improves accountability, delivers better roads, and prevents taxpayers from subsidising projects that provide them little direct benefit.
