We've discovered Christchurch City Council has paid more than a million dollars to a single iwi-owned consultancy — but refuse to be transparent about what precisely is being delivered.

And it appears this one company is the tip of the iceberg, with similar arrangements operating around the country.

We say ratepayers deserve transparency on how their money is being spent.
